It would be very useful to have billing functionality off the back of the time tracking functions with the ability to set chargeable activity and non-chargeable activity by developer (resource), pbi, or epic (less desirable).

  Thank you for your idea. Could you please specify if you were testing on TFS or VSTS? If you are on TFS, have you checked out the budgets feature, is that useful to you?
  The budget feature will be released to VSTS very soon.
