Change 'Start Tracking' to 'Start/Stop Tracking' toggle button

The time remaining is not adjusted until you stop tracking. If the item is still being tracked it would be sensible to flag this within the work item by showing the tracking button as 'Stop Tracking' so the user can opt to stop. Also, starting a new item to track should stop the current one for the same reason.
