Lack of permissions even after Service Account was configured

    Thank you very much for reporting this. There're several reasons that may cause this message to appear even if Service Account user has enough permissions. We confirm this problem exists in the latest release and we're working on getting it fixed.

    same issue on our VSTS account. 

    "don't use service account" removes error but time registrations are not auto assigned to budgets.
