    I figured out what the problem was.

    When I go to Settings->Service Account and use custom service account with custom password and password contains "&" this brakes the application - it just cannot read web.config.

    Try to enter password "k^&u&n" for example.

    I've just created an issue in our backlog that we encode special characters in web.config when we save data.
