It would be usefull if I can add discussions to a Budget, so, when I export this budget to present to my superiors it can have comments, such as, Progress, Delays, etc.

For us it would also be good to add annotations to a Budget to show changes in scope as additions or removals or splits. The comments field is way too limited for this, so it woud be good to be able to discuss the changes, Or, at least, a free text field showing Details on the budget
