Comment should be alwyays "prefilled" with the Title of the Work Item

If you are creating a new Time Entry, those Time Entry comment should be mandatory, so no "Null" value is allowed (also in other Feature Request mentioned) by default the Title of the Work Item should be as a prefiled (but editable) comment.
