In addition to the include/exclude fields for Iterations, Work Items, and Time Tracks, I would like to exclude certain users from the Budget calc (or only include some).

Use Case - we use the time tracking tool to keep track of Purchase Order-based work for external consultants and some internal team members also contribute.  The Budget is a way to enter how many hours the PO is authorized for and how much is used, but I need it to only count the hours for those external consultants and not my internal team.

  Hi Bryan, 

  This is definitely great improvement! I logged this into our backlog for evaluating. After making this evaluation I'll post update here with more details, how and when can we make this possible, to assign people to the budget.
