New setting: No 'Add time' without adding TFS ID.

Please add a setting in 'configuration' to prevent users from 'adding time' without a TFS ID.

It's currently possible to simply '+ Add time' or "+ New time" without a TFS ID via the Time - Monthly sheet & Timesheet.

- I can see why it is useful for some organizations to create time records without a task ID, however we consider work invalid if time is added without a TFS ID.

So it'd be good if there could be a setting to require TFS ID when adding a time record.
