Power BI Expression.Error: Access to the resource is forbidden after Restarting Report

After clicking restart reporting, I get the above error.  I have tried to get a new token and update the credentials in powerbi with no success.  Report state is Healthy and up to date.

  I'm not sure if I waited long enough or if clicking "Schedule update now" changed something, but it appears to be working now.
