Optional/non optional description should be configurable per project

As a user I don't want to be forced to enter a description, which will be "." anyway, because for my project it's not necessary.

For other projects it is, so in our instance it is configured as non-optional, which means unnecessary work for some users.

A project specific setting for this would make it easier for these users.
