Locking specific time range for a user

Is it possible to lock a time range (example few days in a month) for editing for a specific user? Locking a whole week for the whole team is not an option for us. We would like to restrict adding hours per user in specific period of time using the API. Are there any plans for that or some alternative way that we can achieve this? So disable per user editing, deleting and adding new hours in a specific time period via REST API.
