BillablePeriodLength can be nullable even when IsBillable set to true

Under mysterious circumstances, we had a few records last week, where BillablePeriodLength was set to null, while the IsBillable flag was set to true and PeriodLength had the correct value.

It's not clear how this record state was generated.
