We've been adding iterations to budgets rather than individual work items in most cases.
When I pull the times into Excel through your OData endpoint, the Budget is missing in most cases. Where it is there, are far as I can see, its because the work item specifically has been put into the budget, whereas work items which are in an iteration which has been assigned to the budget don't seem to connect up.
Our use case is that we'd like to pull the time tracks for a week and:
- Check everyone has booked all their time
- Pivot on the time people have booked to which project to power our T&M billing
N.B. - The "TFSTitle" is coming through as:
"(You have no access to this item. Please ask your administrator for permissions or set up Service Account.)" in all cases, but I don't think this is causing the issue as this is true for ones where the budget pulls through too.

Actually "(You have no access to this item. Please ask your administrator for permissions or set up Service Account.)" is related to missing budgets. We do build budget assignment based on data we get from VSTS API and when it fails we are not able to compute budgets properly.
I think issue with "You have no access" is resolved now and budget column should be working as expected.
Let me know if you still have any issues with it.
