We have observed one issue which is process oriented. Please refer to the details below:
1. Entered time entry in Time sheet for a whole week.
2. Submitted for Approval.
3. Approval is pending and at this stage deleted time entry for the entire week without pulling back.
4. Time Tracker allowed to delete recorded entry
5. In the Approval screen, Approver still can view the developer's pending time sheet for approval but no data is available.
*** It seems that this is a process related issue. Once a time sheet is submitted for Approval, then without pulling back the Time Sheet, update/delete of recorded time entry should not be allowed. Because it is allowing, so people can do such mistakes.

This behavior was by design, that we allow modify timesheet until it is Approved, even if it sent for Approval.
Your case is pretty clear, I will talk to the team about it and we will reconsider the logic of this feature and I will post update here if we implement blocking timesheets on sending to approval.
