Feature Request for Budget over Dates instead of Iterations

I purchase monthly contracts of developer hours. I would like to be able to trace these using Budgets?

The one problem I have with Budgets is that they track hours consumed in Iterations. My Iteration dates do not exactly follow my Contract dates. So, I am instead looking for an option to trace Budget over a period of time.

Eg: 
Contract 1: 2018-03-01 – 2018-03-31 (thu - sat) 160 hours.

Iteration 1: 2018-02-26 – 2018-03-02 (mon - fri) 
Iteration 2: 2018-03-05 – 2018-03-09 (mon - fri) 
Iteration 3: 2018-03-12 – 2018-03-16 (mon - fri) 
Iteration 4: 2018-03-19 – 2018-03-23 (mon - fri) 
Iteration 5: 2018-03-26 – 2018-03-30 (mon - fri)

  What about just adding a grouping?  Or fillter to select multiple iterations?  Or just being able to select the full project?  I also noticed if you have work items in the Product Backlog (not assigned an iteration) there isn't an option to get them available on the budget.
