Not possible to update Activity Type as Admin

It is not possible to update the Activity Type while clicking to the button "Change Activity Type" as Admin for other users:

The type is not changed and the message says that no rows were updated.

Please help!

  Thank you for reaching out to us. There is a setting that governs whether or not users are able to change the activity type for other users.
