Add filter for timeapproval/all end point

Hi Team,

As per Serviceticket#25312, I am creating a new Feature Request.

It would be really beneficial to have an additional filter on timeapproval/all endpoint to get data based on modificationTimestamp column. 

Consider an example, if I pass the $fromTimestamp and $toTimestamp filters with the current workweek; and the time approval for my previous workweek is changed. I have to make another request with the previous week's dates. If I can get the data based on a modified date, this reduces another API call and saves a lot of time.

  I also think this endpoint should be utilized more. Would love to have TimeApprovals on the reporting API for more filtering functionality.
  TimeApprovals have a lot of valuable data and I don't think the one current endpoint justifies it.
