Currently you can only add 1 work item at a time. Adding iterations is not useful because some projects we only have 1 iteration going or an item might be at the Product Backlog level instead of in a specific iteration.
It would be very useful to add multiple work items at a time. A good workflow I'd like to see is to be able to select multiple work items from the backlog views, right click, and have option to add to Budget. The user could then select which budget the items get added to.
A secondary option would also be to bulk add items from the actual Budget page:

I'm not 100% sure this is working like I think it will, but I have created a feature and an Epic and added them manually to the Budget. Then I ask folks creating user stories, tasks and bug to add that Feature or Epic as the parent. If I put the Feature in the Backlog folder and then look at the Boards/Backlog...then in View Options, I turn on Parents and add the Mapping to Side Pane. Then for anything unparented in the Backlog, you can drag and drop like you are requesting. Just a suggestion ;)
