    I'd like to give an update on this issue.

    During the investigation, it's appeared that user had some issue with app pool identity configuration. The issue made application pool stop automatically, so user used rapid fall protection to prevent the stops. It's a bad approach because the reason of stops wasn't sorted out. 

    Event Viewer log can be used to find out what causes errors and app poll stops.

    After the app pool identity problem was identified and sorted out, the application started working properly.
