To import timesheet from excel if user has never logged

Currently it is not possible to import Excel timesheets for a user if the user has never logged time manually before.

    It is not needed to log time before, it is only required to open Timetracker at least once.

    We create user only when he opens Timetracker and until that moment we have almost no information about that user and we have to wait until user accesses Timetracker + user has to accept our EULA before being created in the system.
