Allow Flag Properties to be updated via REST API

The Flags collection should be updatable via the API. In particular, it would be great if we could update the isBillable Flag, but all of them should really be updatable.

    Hi Marc

    I checked with our Development Team - they explained that if the "billableLength" parameter is specified when a worklog is created (even if it's set to 0) then it's marked as billable. On the other hand if "billableLength" parameter is NULL or not specified at all then worklog is marked as not billable.

    Does this help you with your use-case at all?
