Additional approval functionality, including "Reject Timesheet" ability

As a user and approver I would like to be able to REJECT a timesheet and send it back to the individual with a comment of why it was rejected.

As a user and approver I would like to be able to reallocate the approval to another manager for example during a project the project manager will have a better understanding of work completed than a line manager.

As an administrator I would like to set the default approver for a user.
