Request for permanent "submit for approval" button on Timesheet & Monthly pages

As a user, I would like there to be a submit for approval button shown permanently on the Monthly and Timesheet pages. It is currently only visible if you know to hoover over the current week, which is not immediately obvious.

  For now I'm marking this as "Gathering Feedback" so we can see how other customers feel about this change.
