Setting Billable Hours at individual budget level by default

I have multiple budgets running in parallel. Some of these are always billable and some of these are always non billable. I would like to be able to to set billable or non billable by default at budget level. 

 

Acceptance Criteria 

• I can select a budget and set it to billable
• All new items associated to that budget are automatically flagged as billable
• I can deselect individual items in the budget if I want to make them non billable
• Different budgets can have different default settings for billable or non billable
