Find users who did not enter any time

I'd like to find missing timesheets where a staff member did not log any time for the week. Right now I have to compare licensed users to a spreadsheet where I mark if someone has a timesheet or not - very manual for a large staff. I can't see if someone has no timesheet so I can ask their manager to follow up with them.
