Developers should be able to assign a budget themself

Currently only people with access to working hours of everybody can assign budgets to working hours. For GDPR reason, we cannot allow, that everybody has insight about working hours of every one else. Though, a controller need to to assign the working hours to the budget, which can be very time consuming, if you have multiple budgets at the same time for a team - and we are having 3 of them. The developer typically already know, which time should be assigned to which budget. A controller should only check, if the assignments are reasonable.
